We have a Scrappy page where characters are unintentionally hated, and a Flanderization page where characters get worse over time, so how about we do a Hate Sink page where characters are intentionally written to be hated? How's that for a twist?

That sounds good. But the unintentionally hated would still have more hits due to how most of these characters are intended to be sympathetic, but end up unsympathetic due to forced and bad writing, and the characters they intentionally try to make us hate is very low. And since there happens to be a category called "Unintentionally Sympathetic" on the TV Tropes website, that category you're suggesting could work a lot better for this wiki's good counterpart: Characters the writers intentionally try to make us hate, but fails.
What about Big Tex Arkana (Buddy Thunderstruck; illegality hired two people (Buddy and Darnell) without any money to pay him just for them to became repo men and take people's items away even though they've already brought them from his pawn shop correctly so that Buddy and Darnell can get their own stuff back).
Does Rachel Berry (Glee) count as a Scrappy? Reason: Being annoying, self-centered and throws temper tantrums whenever she dosen't get a solo.
