    Francine "Fanny" Fulbright, or Numbuh 86, is a character from the Cartoon Network show, Codename: Kids Next Door. She is the Head of Decommissioning and current Global Tactical Officer of the Kids Next Door Organization.

    Why She Should Get Decommissioned

    1. She's a misandrist, along with being an arrogant, bossy, short-tempered, insufferable jerk who treats others like garbage.
    2. Her irrational hatred of boys is beyond exasperating and gets annoying after one episode.
      • Hypocrisy: She's always insulting boys and calling them stupid when she herself is irritating, ungrateful, spiteful, and straight-up nasty.
      • Also, she went from being a jerk towards boys to being intolerable towards everyone as the series progresses.
    3. Her voice is incredibly annoying, not helping by the fact that she's almost always yelling.
    4. She is at her absolute worst in her debut episode “Operation: F.U.G.I.T.I.V.E.”.
      • She forced Numbuh 4 to fire at the fugitive ship immediately without locking on, causing debris from the fugitive ship to make Sector V's ship crash and she blames Numbuh 1, 2, and 4 for the damage when she was the one who caused it to crash.
      • She was only willing to work with Numbuh 3 and 5 because believes they're competent because they're girls while thinking Numbuh 1, 2, and 4 are incompetent because they're boys and tried to ditch them while she and Numbuh 3 and 5 go on the mission. When the mission fails, thanks to her, Numbuh 1, 2, and 4 arrive in time having captured the fugitive operative Numbuh 206, and what does she do? She takes all the credit for herself.
    5. In “Operation: E.N.D.”, she eagerly decommissions all of Sector V (sans Numbuh 1), even after Nigel tells her they went to Kindergarten together, meaning he isn't 13. And speaking of that, it's incredibly unlikely all of Sector V would have the same birthday, something she doesn't even try to confirm with anyone. And while decommissioning Numbuhs 2-5, she willingly lets them know that they won't remember a thing about the KND after the process is complete is all too much detail, and she even laughs sadistically as it's taking place.
      • But, to be fair to Fanny, she and the Decommissioning Squad were unwitting pawns of Numbuh 274 in his scheme to prevent the Kids Next Door from finding out about his 13th birthday. In addition, after Numbuh 274's insidious plan and an attempt to hurl the KND Moon Base into the sun were thwarted, she restored the memories of Numbuhs 2-5.
    6. In “Operation: C.A.K.E.D.-F.I.V.E.”, she forcibly decommissions Numbuh 19th Century, who was the only person who knew the recipe for the Delightful Children's cake recipe, due to being chronologically over 13 years old. He lost his memory as a result, ruining the KND's attempt to obtain the recipe, and she even doesn't get called out or punished for this.
    7. No matter how annoying, hypocritical, or self-centered she acts, she gets little to no punishment in the end. The worst she ever gets is being chewed out for an apt failure and her own bouts of stupidity, or personally humiliated for a comedy gag.
    8. She is like an Irish version of Princess Morbucks from The PowerPuff Girls, who also has a rotten personality and unpleasant voice. Funny enough, Jennifer Hale voiced both characters with the same high-pitched voice.

    Redeeming Qualities

    1. She still somewhat gets her comeuppance in “Operation: F.U.G.I.T.I.V.E.” when she tries to take all the credit for herself for capturing Numbuh 206, only to reveal that "he" was actually Numbuh 362 in disguise for an undercover mission and scolds Fanny in the same manner she did to Sector V.
    2. In “Operation: S.L.U.M.B.E.R.” implies that she acts the way she does because she is actually sad and lonely, with her only friend being Numbuh 12. Unfortunately, Numbuh 12, fearful of being decommissioned as she is one year away from being 13 years old, defected to the Teen Ninjas while stealing the KND Code Module, though that still doesn't excuse Fanny's awful behavior.
    3. As much of a misandrist she is, she still isn't as wicked as Madame Margaret, a villainess in “Operation: F.U.T.U.R.E.” who hates boys so much to the point that she's willing to wipe out half of the population.
    4. When Maurice (Numbuh 9), a renowned operative, turned 13, she was just as sad as everyone else, in spite of her usual boy-hating ways, especially considering she was the one who had to decommission him. It later turned out that Maurice's decommissioning was staged in order for him to join the secretive Teens Next Door.

    Trivia

    • Fanny was born in Ireland and moved to the United States while she was young.
    • It's implied that she is in charge of decommissioning due to the fact that she is already unpopular among other KND agents.
    • In “Operation: F.E.R.A.L.” it is implied she knows what happened to Nigel’s hair.
    • In “Operation: F.U.G.I.T.I.V.E.”, it was stated that she hates toenails and thinks they are disgusting.
    • In “Operation: D.A.D.D.Y.”, Numbuh 1 states she has more Rainbow Monkeys than Kuki (Numbuh 3).
